Responsibilities:
• Development of air transport institutes and companies to meet the relevant needs of passengers, cargo and postal cargo (to provide non-exclusive air services needed by the country)
• Applying national aviation and air transport policies and helping to formulate and monitor their implementation regarding flight standards
• Policy making and planning and determining the country's air transport technical policies
• Policy making and planning in the field of education and training of aviation specialist personnel for all aviation institutions
• Providing a change management program
• Participation in training sessions and scientific conferences and related meetings
• Contributing in updating related regulations, including reviewing international and regional aviation regulations and other countries
• Assessing and providing the necessary suggestions regarding the difference between the effectiveness of the current regulations and the annexes of the Chicago Convention
• Taking the necessary measures to compile and present statistics and information to the competent authorities
• Taking the necessary steps to maintain and protect the necessary documents
• Issuing, suspending and revoking the authority certificate of standard flight experts
• Proposing a training program and cooperating to hold training courses for the staff
• Cooperation with external auditors and inspectors in coordination with the CAA’s president
• Coordinating the dispatch of flight safety assistant colleagues to foreign missions with the coordination of other relevant units
• Monitoring the implementation of the country's safety program in all sectors of the industry

Responsibilities:
• Development and/or revision of specific operating regulations;
• Preparation and updating of flight operations inspector manual;
• Complying regulations related to flight operations with ICAO requirements and, if necessary, announcing differences;
• Issuing, amending, suspending, revoking and limiting the Air Operator Certificate (AOC) and operations specifications;
• Issuing, amending, suspending and limiting the following specific approvals: PBN authorization required (AR), MNPS, RVSM, LVO, ETOPS, DG, NVIS, HOIST, HEMS, HOFO and EFB;
• Issuing, amending, suspending, revoking and limiting authorization of high risk commercial specialized operations;
• Certification of general aviation operations;
• Supervision of commercial air operators and legal action/information regarding deficiencies;
• Issuing approval of the Operations Manual;
• Issuing approval of the minimum equipment list (MEL);
• Planning and conducting Ramp Inspections of national and foreign aircraft;
• Supervision of flight and duty time limitations and rest requirements;
• Supervision of flight crew training including:
- Recurrent Training
- Operator Proficiency Check (OPC)
- Flight Simulation Training Device (FSTD)
- Designated Examiners
• Supervision of cabin crew training;
• Supervision of aircraft leasing agreements;
• Issuance of operational directives;
• Identifying aviation safety risks, managing to mitigate the risks;
• Record keeping;
• Developing staff training program;
• Delegation of authority/credential to the flight operations and dangerous goods inspectors;
• Establishment of surveillance program to verify all air operators comply, on a continuing basis with national regulations, international standards, AOCs and corresponding operations specifications;
• Monitoring and recording actions taken by air operators in resolving identified safety issues, to make it possible to track past deficiencies and regulatory non-compliance;
• Issuing approvals/exemptions of dangerous goods transportation by air;
• Supervising air transportation of dangerous goods by air;
• Development and/or revision of regulations related to the transportation of dangerous goods by air.

Personnel Licensing (PEL) is a department within the Civil Aviation Authority (CAA). The PEL is responsible for the oversight of ICAO Annex 1 requirements. PEL has three groups to discharge its responsibilities.1- operation, 2- maintenance, and 3- medical. The PEL department carries out many functions which are normally organized into five major functional areas: examinations, licensing, training, medical, and regulatory.

Airworthiness Department consists of the Airworthiness Inspection (AID) and Airworthiness Engineering Divisions (AED) and therefore carries out related responsibilities of both, which encompass:
- Continuing Airworthiness Certifications for AOC (Airworthiness aspects, e.g. CAMO), Maintenance Organizations, etc.
- Design related certifications and approvals for Design organizations, Production Organizations, Modifications and repairs, etc.
- Aircraft Type Certification, Validation, Acceptance, etc.
- Approvals for Maintenance Program, Manuals and Expositions, Capability lists, etc.
- Aircraft Registrations and deregistration, Transfer and Leasing Approval (Airworthiness aspects)
- Aircraft Airworthiness Certification, Certificate of Airworthiness, Special Flight Permits, etc.
- Surveillance on certificate holders of the above entities and foreign operators.
